Update REFDB_FORMAT.txt with domain lookup fix documentation

Updated WordPress Cron Manager section with:
• Two-step domain lookup method (main_domain → servername fallback)
• Correct wp-config.php placement (before stop editing comment)
• Added commit 172a115 to recent commits section
