Fix CRITICAL: Remove invalid 'local' keyword in script scope

- deliverability-test.sh line 102: Changed 'local smtp_ok=0' to 'smtp_ok=0'
- local keyword only valid inside functions, not in loop at script scope
- This was causing QA CRITICAL error
